Children and Youth Evaluation Service (C-YES) the State-designated Independent Entity for Children's HCBS Part 2

In this webinar, the State provided an overview of the April 1, 2019 expanded role of Children and Youth Evaluation Service (C-YES), the branded name for the State’s Independent Entity.

Beginning April 1, C-YES will deliver HCBS Eligibility Determinations to children who are not Medicaid-enrolled, and assist those children/families with the Medicaid application process. Additionally, C-YES will continue to accept Health Home opt-outs for HCBS plan of care development and annual re-assessment.

Children and Youth Evaluation Service (C-YES) is the branded name for the State’s Independent Entity. C-YES is responsible for delivering HCBS Eligibility Determinations, and for developing and overseeing HCBS plans of care. 

In this webinar, the State provided an overview of how C-YES will support transitioning HCBS waiver children who opt out of Health Home Care Management, from February 1 through March 31.

The State will provide a follow up webinar detailing the role of C-YES beginning April 1, 2019.

Children's 1115 New York Medicaid Redesign Team Waiver Demonstration Overview

Originally scheduled for February 13th. Slides can be viewed below. State representatives from NYS OMH, OASAS, DOH, and OCFS provided an overview of the draft 1115 MRT Waiver Demonstration for Children. This 1115 is in the public comment period with a feedback submission deadline of March 15th. State presenters​ reviewed the draft 1115 MRT Waiver Demonstration for Children, provided clarification, and offered insights​ into this complex technical document. There was a significant portion of time allotted for Q&A.
